Legislative Accomplishments for Chris Telfer

Airport Improvement Program- Also known as the Flight Plan for Local Jobs Program in HB 2001, utilized $7.7 million to leverage $126 million federal dollars funded through the FAA to build facility improvements at local airports, including the $29.3 million for the Redmond Airport Expansion.

Healthcare Collaborative Organizations - SB 862 passed unainmously in both chambers in 2009, allowing the private-public parterships to bring health care to the working uninsured. As a result, Central Oregon's own Health Matters of Central Oregon was formed and funded and now serves as a model for other healthcare collaborative organizations state and nationwide

OSU Cascades Campus - A key negotiator in protecting the OSU Cascades Campus from closure in the 2009 session and in 2011, Senator Telfer worked to bring funding to OSU Cascades for the purchase of a building that will enable future growth.

Back to Basics Budget - Proposed by Senator Telfer and Republican colleagues to address the budget shortfall without the need to raise taxes on Oregon families and businesses (measures 66 & 67). The Back to Basics Budget would have funded a full school year, made targeted increases to human services and public safety, and left a $216 million surplus. Senator Telfer actively opposed 66 & 67 and in the 2011 session, provided leadership that resulted in Oregon's adoption of performance-based budgeting rather than the current service level model.

Redistricting - As one of the four Chairs on the Redistricting Committee, Senator Telfer worked across party lines to successfully produce House, Senate and Congressional redistricting maps that were approved by the Legislature and Governor - A process that had not been successfully completed in over a century.
